The EPCC project envisages the creation of the largest oil refining and petrochemical complex in the Far Eastern Federal District. The EPCC will become the core of the petrochemical cluster, which will contribute to the socio-economic development of the region. The EPCC complex will make it possible to maximize the use of the market situation in the Asia-Pacific region and export the final products with a high level of added value. The project was supported by the President of the Russian Federation V. V. Putin (order of 29.12.2016 No Pr-2579), the Prime Minister of the Russian Federation D.A. Medvedev (order of 31.01.2014 No DM-P9-705r), as well as regional authorities.

The development and transfer of engineering survey results and design documentation for the construction of EPCC facilities, including production facilities of the I and II stages of the complex, facilities of the plant's general economy, as well as the main infrastructure facilities for the state expertise were completed.
